Abstract

This study demonstrates the significance of the Industrial Revolutions, from the first to the fourth, in shaping foreign policy. It posits that the competition among great, middle, and small powers is intrinsically linked to technology, conditioned by the trajectory of the Fourth Industrial Revolution. The motivation for states is to become integral participants and standard setters in the modern industrial order. This paper presents the electric vehicle and semiconductor industries as case studies illustrating the competition for industrial dominance among great powers. Such competition necessitates adaptation from middle and small powers, particularly through an increased emphasis on technology diplomacy. This holds a significant implication for Thailand's foreign policy: a recognition of the limitations of traditional economic diplomacy and the imperative to adapt to the challenges arising from technological change.
